Sa création intervient dans un contexte où les conflits liés à l’occitan sont apaisés. Les revendications politiques des années 1970 sont éloignées, les régions ont plus de pouvoir ce qui a facilité une reconnaissance de la dimension culturelle occitane. Au niveau linguistique la langue écrite est normalisée et d’un point de vue social le statut de la langue a évolué favorablement avec l’officialisation de l’occitan du Val d’Aran par le gouvernement catalan et au niveau de l'enseignement avec la création récente d'une Licence et d’un CAPES d'occitan.</span></p>
